Best beach near Kotor is Plavi Horizonti. It’s Blue Flag certified, genuinely sandy, shallow enough for kids, and far enough from the cruise ship crowd to feel like a discovery.

1. Plavi Horizonti (Luštica Peninsula)
About 12 km from Kotor by road, Plavi Horizonti is the standout beach in the entire bay area. It sits in a sheltered cove on the Luštica Peninsula, and unlike most Montenegrin beaches, it has actual fine sand. The water stays shallow for a long stretch, easily 80–100 metres, which makes it the go-to for anyone travelling with young children or anyone who just wants to swim without immediately being out of their depth.
It holds a Blue Flag, which in practice means: tested water quality, staffed lifeguard posts in season, functioning showers and toilets, and a proper restaurant on site.
2. Kalardovo (Tivat)
Kalardovo is a beach with soft pebble-sand mix, has a beach bar that actually serves decent food, and calm, clear water that stays shallow for a good distance out.
What we like about Kalardovo specifically: it doesn’t feel like it’s trying too hard. No loud music, no Instagram activation setups. It’s where locals from Tivat take their kids on weekday afternoons, which is usually a reliable indicator of quality.
3. Jaz Beach (Budva)
Jaz is about 22 km from Kotor (you’re now in Budva municipality) and it’s the closest thing in the region to a proper open sandy beach. It’s large, it’s Blue Flag certified, and it has the full amenity stack: bars, cafes, toilets, lifeguards, water sports rental.
The trade-off is crowd density in August, which can be significant, and access is slightly awkward (you pay for parking or walk a bit from the road).
4. Slovenska Beach (Budva)
Slovenska is Budva’s main city beach. It’s a long pebble/gravel strip running in front of the town’s promenade. It’s Blue Flag certified, has good infrastructure (showers, toilets, lifeguards), and the seafront restaurant strip directly behind it is one of the better places to eat along this stretch of coast.

This is a city beach. It gets packed in peak season and the vibe is lively rather than peaceful. The pebbles are on the rougher side (bring water shoes if you’re fussy).
5. Solila Beach (Tivat)
Solila Beach is a small, peaceful pebble beach on the Luštica Peninsula, adjacent to the protected Solila Nature Reserve. Unlike the larger resort beaches around Tivat, it is valued for its calm atmosphere, clear water, and natural surroundings. The nearby wetland is an internationally important bird sanctuary, adding to the area’s appeal for nature lovers.
